From crisis to comeback
COVID-19 disrupted everyday life while Westminster faced a serious financial crisis. Through disciplined budgeting, teamwork, and a focus on essential services, our city restored financial stability and brought community life back with renewed energy.




A message to District 4
As your District 4 Councilmember, I delivered on them. My work has been guided by the priorities residents bring to me: public safety, financial stability, better streets, stronger businesses, opportunities for young people, and practical solutions to homelessness.

Public Safety

Financial Strength
I helped restore Westminsterâs financial strength. For the first time in over a decade, our city has more than $60 million in reservesâa milestone that protects essential services.

Infrastructure
I pushed for road repairs, cleaner streets, and improved landscapingâvisible improvements residents can see and appreciate.

Small Business
I cut red tape for small businesses, helping shops and restaurants open, grow, and create local jobs.

Youth and Schools
I championed Safe Routes to School, youth scholarships, stronger city-school partnerships, and police protection for our schoolsâinvestments valued by parents and families.

Homelessness
I supported our city shelter, connecting people experiencing homelessness with housing, mental-health services, and job trainingâa practical solution welcomed by residents.

NamQuan Nguyen was elected to the Westminster City Council in November 2022 after previously serving the community on the Westminster Traffic Commission. A UC Irvine graduate with a bachelorâs degree in Computer Engineering, he is also a Westminster small-business owner who understands the responsibilities families and local employers carry every day.
NamQuan immigrated from Vietnam in 1994 with his immediate family through the Humanitarian Operation at age 20. That experience gave him a personal understanding of the challenges newcomers face while building a life in a new society. During the COVID-19 pandemic, he worked alongside community volunteers to deliver food to residents facing hardship.
Guided by the lesson that actions speak louder than words, NamQuan focuses on bridging differences, caring for seniors, improving roads, addressing homelessness, supporting responsible local government, and keeping public-safety resources strong. His approach remains simple: listen carefully, work collaboratively, and deliver practical results for Westminster.
